The opportunity envelope of the 2020-2023 Nordic Action Plan (PAN 20-23) was introduced in order to adequately meet the needs that emerge north of the 49th parallel during the targeted period. The opportunity envelope can be used to complete a financial package for a project that already relies on other sources of funds or financial assistance programs available.
