The Regional Support Program for Water Issues (PSREE) is the result of the 2018-2023 action plan of the 2018-2030 Quebec Water Strategy (SQE 2018-2030). It was developed with the aim of promoting better management of water resources and better protecting water environments and aquatic ecosystems.

Eligible organizations

All public and private bodies, including municipal authorities, listed in a PDE or PGIR as being responsible for implementing an action, are eligible for financial support from the program. However, it excludes ministries, organizations and companies included in the government's accounting scope.

Eligible projects

The project must be an action associated with a PDE or a PGIR and must contribute to the achievement of at least one of the objectives of the PDE or the PGIR in relation to a priority issue.

Eligible project types:

  • Field intervention aimed at the development, protection or restoration of natural habitats/water environments;
  • Maintenance of development targeting natural habitats/water environments;
  • Awareness/information/training.

Projects that will include a knowledge acquisition component not exceeding 45% of the requested financial assistance, up to a maximum of $50,000, are also eligible. Therefore, inventory and characterization projects carried out solely for the purpose of knowledge acquisition and which do not lead to field interventions within the same project will not be eligible.

Finally, the project must last a maximum of 10 consecutive months and end no later than January 31, 2025.

Eligible expenses

Only direct expenses deemed essential to the completion of the project are eligible. The following expenses, which are directly related to the completion of the project, are eligible:

  • Actual salaries and usual social benefits attributable to the coordination, supervision, implementation and monitoring of the project and, where applicable, travel and accommodation expenses according to the scales in effect in the Quebec public service;
  • Transportation, installation and equipment rental costs and other costs directly related to the completion of the project;
  • Fees for specialists and consultants in communications, graphics, accounting, engineering, etc.;
  • Administrative and office costs specifically related to the implementation of the project. However, these costs cannot represent more than 10% of eligible expenses;
  • Costs incurred for the promotion of the project;
  • Expenditure on the acquisition and development of buildings and infrastructure, for example green rainwater management infrastructure, awareness and information panels, a reception kiosk for a nature reserve or a stilt footbridge;
  • GST amounts not refundable by the Canada Revenue Agency, as well as QST amounts not refundable by the Quebec government.

The financial support granted by the PSREE cannot be used for the following expenses:

  • Expenses not directly related to the implementation of the project or unjustified expenses;
  • Expenses related to the usual activities of the beneficiary organization;
  • Costs incurred before confirmation of the financial assistance granted and after the end of the period covered by the financial assistance agreement.

Calculation and accumulation of financial aid

Financial assistance granted under the PSREE can cover up to 75% of the amount of eligible expenses for public and non-profit organizations and 50% of the amount of eligible expenses for private organizations, for a maximum amount of $200,000. The remaining percentage must be covered by a cash or in-kind contribution from the applicant and its partners.

The total amount of direct or indirect financial assistance received from ministries, agencies and Crown corporations of the governments of Quebec and Canada, as well as municipal entities, must not exceed 80% of eligible expenses. An applicant may not combine financial assistance from the PSREE and the Affluents Maritime program.

Calls for projects

Applications for financial assistance must be submitted during the calls for projects that will be carried out. The Ministry reserves the right to cancel a call for projects or to launch an additional call for projects during the duration of the program. Applications for financial assistance must be submitted before the application deadline stipulated in each call for projects.

Past calls for projects:

  • As of fall 2019 (project duration: 21 months) - completed;
  • In spring 2020 (project duration: 15 months) - completed;
  • In fall 2020 (project duration: 10 months) - completed;
  • In fall 2022 (project duration: 23 months) - completed;
  • In fall 2023 (project duration: 10 months) – completed;

Procedure for submitting an application for financial assistance

An eligible organization may submit a request for financial assistance between the start and end dates provided for in one of the calls for projects by sending the Ministry the duly completed and signed financial assistance request form

  • The project budget planning grid;
  • The project schedule grid;
  • The grid of the monitoring plan and project indicators;
  • The notice of linking the project to the PDE or the PGIR confirming the link of the project with the PDE or the PGIR;
  • The partner(s)' letter(s) of support confirming the financial value and description of the partnership;
  • If the person authorized to sign is not the director or president of the organization, a resolution must be obtained from the requesting organization authorizing the identified person to sign the application and agreement;
  • A letter of consent from the owner for the execution of work on private land (if applicable);
  • A map of the project location.

The applicant may attach any other document that he deems relevant to specify the objectives of his project and its reasons for being as well as to present its expected results.
