Summary of the program
The Regional Aid Fund program for art training organizations aims to support art training organizations, hard hit by the pandemic, by contributing financially to projects that are part of a recovery plan and that are intended to attraction and retention of staff or development of clientele to help revitalize the cultural sector. The maximum amount of the Department's subsidy is $25,000 per organization for the 2022-2023 government fiscal year.
Purpose of the program
The mission of the Ministère de la Culture et des Communications is to contribute to the influence of culture and communications, to the individual and collective development of the population as well as to the establishment of an environment conducive to the creation and the vitality of the territories. The Department considers the cultural and communications communities to be key partners in carrying out its mission. Its action lies, among other things, in the field of artistic training.
The Government of Quebec has supported art training since the late 1970s with the help of several ministerial interventions. Reporting directly to the functions and powers of the Minister ( Act respecting the Ministère de la Culture et des Communications , CQLR, chapter M-17.1, section 10), this support for artistic training is directly part of the mission of the Ministère, a mandate that elsewhere was reiterated in Quebec's 2018 cultural policy.
To mitigate the repercussions of the COVID-19 pandemic, the government has made a significant contribution to the resumption of activities and the reopening of cultural venues in all regions of Quebec (economic recovery plan for the cultural community, 2020) . Among the Ministry's interventions, financial increases were granted to schools supported under the Operating aid program for art training organizations and emergency aid was also paid to organizations in difficulty that did not receive operational support.
Even if the health measures have, for the most part, been lifted and the context is favorable for a normal resumption of activities, many art training organizations remain weakened and some are still not in a position to rehire their staff or to resume their activities. By launching the Regional Assistance Fund for arts training organizations, which is part of the Plan to consolidate, shine and propel the cultural milieu, the Department therefore wishes to offer concrete and direct assistance to these organizations and thus preserve the cultural vitality in all regions of Quebec.
