In October 2017, the governments of Quebec and the Basque Country (Spain) signed a memorandum of understanding on their bilateral collaboration in which they reiterated their wish to deepen various avenues of cooperation to allow the development of their respective economies. Since this signing, visits and exchanges between Quebec and the Basque Country have multiplied, leading to a strengthening of the bilateral relationship.

This call for projects targets these sectors:
- culture
- research and innovation
- tourism 4.0 (technological and creative solutions, intelligent transport, projects related to the concept of smart tourism )
For the culture sector , priority will be given to projects related to the following areas: literature and publishing, cinema, performing arts, visual arts, digital arts, and heritage.
Any project related to one or other of the sectors highlighted in the memorandum of understanding
signed between Quebec and the Basque Country may be considered.
To be eligible, projects must:
- be bilateral, i.e. it must include at least one partner from Quebec and one partner from the Basque Country
- aim for tangible benefits that are mutually beneficial for Quebec and Basque partners
- be the subject of a complete file when filing
- promote long-term exchanges between Quebec and the Basque Country
- meet the deadline for submitting applications (any file received after 1 st March 2020 will not be accepted).
The request for financial support cannot exceed one year and the project must be the subject of other sources of financing than that requested from the Government of Quebec. In addition, the partners must demonstrate that they are able to complete their project in its entirety, respecting the budget framework presented as well as the set deadline.
Quebec coordinators are invited to encourage their Basque partner to also submit their project to the Basque government, according to the procedures provided on this website
This does not apply to projects that have already received financial support from the Basque government in 2019.
Ineligible projects : international solidarity projects, individual or unilateral projects, show tours or language stays.
To obtain financial support from the Government of Quebec, projects must be presented by Canadian citizens or permanent residents of Canada living in Quebec. Project coordinators on the Basque Country side are requested to consult this website for the procedures for filing with the Basque government.
To be eligible, the applicant must:
- be a legal person whose head office is established in Quebec and legally constituted and registered and not be in default under the laws that govern it;
- be an organization, a company, an educational establishment, a federation, an association or a research center.
It should be noted that ministries, budgetary bodies, non-budgetary bodies as well as companies of the Government of Quebec can participate in calls for projects within the framework of international cooperation under the responsibility of the Ministry of International Relations and La Francophonie (MRIF ). However, the financial assistance granted cannot be used to cover expenses incurred by them and their staff. Financial assistance can only be used to cover costs incurred by external Quebec partners.
Eligible expenses are as follows:
- Subsistence allowances for people from Quebec on mission in the Basque Country (Spain):
- international ticket: reimbursement of the actual costs of airline tickets, up to a maximum of $ 1,300 ;
- living expenses (accommodation and meals): $ 180 per day, for a maximum of 7 days .
- Subsistence allowances for Quebec interns or artists in residence in the Basque Country:
- travel document and subsistence costs: maximum lump sum of $ 3,500 (including plane ticket), per one month stay
- Costs for the organization of an activity in the Basque Country or in Quebec, for the production of a document or for the registration to a conference:
- amount to be determined according to budget availability.
Ineligible expenses are:
- expenses relating to the current funding of an organization and the remuneration of its staff
(including fees for artists) - any expenditure that has already been the subject of assistance from another government program relating to the same expenditure
- expenses incurred by departments and agencies of the Government of Quebec and their staff
- first class or business class travel expenses (or equivalent) and excess baggage charges
- travel expenses for a trip by the foreign partner to Quebec as well as travel expenses for a stay outside the Basque Country
The project must have access to other sources of funding supplementing the budget items not covered by the current call for projects
