The mission of the Ministère de la Culture et des Communications is to contribute to the influence of culture and communications, to the individual and collective development of the population, as well as to the establishment of an environment conducive to the creation and to the vitality of the territories. Through Québec's cultural policy, the government is committed to supporting broader and inclusive cultural participation. Recognizing culture as an important factor of social development, the entire population must be able to access it, participate in it and contribute to it equitably.

However, access to cultural life is limited due to various obstacles for certain people and communities as well as certain groups of the population. These obstacles stem from several health, social, economic, environmental or ethnocultural factors and are linked, in particular, to living conditions, social or health problems, a handicap situation, the living environment, the territory and the marginalization resulting from belonging to a minority. The program intervenes when these factors, alone or in combination, have the effect of creating inequity in access to and participation in cultural and social life. Although the approaches developed and the actions implemented by cultural community action organizations are recognized, they have limited sources of revenue, which reduces the predictability of their budget management, their financial capacity and their ability to stock. By the nature of their sector of activity and the services associated with it, cultural community action organizations have recourse to various sources of revenue, but the possibilities of self-financing remain limited, while their fixed operating costs represent a important part of their budget. These organizations, by developing a cultural offer adapted to individuals, groups, communities and living environments, make an essential contribution that justifies support from the State.

The Operating assistance program for cultural community action organizations aims to provide financial support contributing to the achievement of the mission of these organizations, including the practices:

  • support cultural action adapted to the needs of individuals and groups who encounter obstacles limiting access, participation and contribution to cultural and social life;
  • get closer to communities and living environments;
  • make it possible to act on social issues and contribute to the sustainable development of society.

The fields of action of these organizations are consistent with the mission of the Ministère, the cultural policy of Québec and the government policy on community action, as well as with the major orientations carried out, in particular, by :

  • Support an offer of cultural services adapted to individuals, communities and groups of the population who encounter obstacles related to participation in cultural and social life, in the 17 administrative regions of Québec.
  • Contribute to the financial health of cultural community action organizations.
  • Reduce barriers to cultural and social participation.
  • Improve access to cultural and social participation for an increased number of people, groups and communities
