The Ministry of International Relations and La Francophonie has implemented bilateral Québec-Brazil cooperation based on the field work of Québec institutions within the five priority Brazilian states for Québec. In addition, Quebec aims to strengthen collaboration between its institutions and those of the State of Pernambuco.

In total, the Department has supported some fifty projects since the establishment of a first cooperation mechanism in 2009. In the targeted territories, it is possible to see that the technical collaboration between the Québec and Brazilian partners is working very well. Québec and Brazil share several priorities and can be considered as complementary partners both institutionally and commercially. Several direct spinoffs also tend to demonstrate that Quebec expertise in several fields is recognized in Brazil, thus making longer-term collaborations possible.

To ensure the post-COVID-19 recovery, international collaboration is essential. Particular attention will be paid to projects that contribute to recovery efforts in the targeted sectors.

Goals

The objectives pursued by this call for projects are as follows:

  • Support the carrying out of innovative and structuring activities that generate concrete spinoffs, particularly economic spinoffs, in the targeted sectors (see next section).
  • Strengthen institutional exchanges between Québec and Brazil by supporting the carrying out of structuring activities likely to generate direct spinoffs in sectors of mutual interest.
  • Promote the economic, educational, cultural and scientific development of Quebec and Brazil with a view to sustainable development.
  • Support networking, collaboration, sharing of expertise and the development of lasting partnerships between Québec and Brazilian organizations.
  • Encourage the influence of Québec and its sectors of expertise in Brazil.
  • Promote a more in-depth knowledge and understanding of the two societies, their similarities and their specificities by taking into account the cultural, social, economic and territorial factors of the projects.

Target sectors

This call for projects targets the following sectors:

  • Economic development
    • The targeted objectives are, among others, the realization of projects promoting the diversification of activities, the attraction of investments and partnerships that support economic development, particularly in the following sectors ( non-exclusive) :
      • agri-food;
      • information and communication technologies;
      • transportation;
      • infrastructure;
      • health and life sciences;
      • energy;
      • critical and strategic minerals.
  • Health and social services
    • The targeted objectives are, among others :
      • the development of partnerships consistent with the objectives pursued by the Protocol for Cooperation in Health Matters between the Pan American Health Organization, the Government of Quebec and the stakeholders in the targeted priority areas, namely :
      • improving front-line services;
      • women's and infants' health;
      • capacity building for monitoring and using health data;
      • health determinants and health promotion;
    • the development of collaborations between institutions in Quebec and Brazil in the fields of biomedical research and bioinformatics.
  • Research and innovation
    • The targeted objectives are, among others:
      • the development of projects strengthening scientific and technological cooperation between Québec and Brazil, particularly in the following sectors (non-exclusive) :
        • energy transition and renewable energies;
        • the environment, the fight against climate change and adaptation to it;
        • marine sciences;
        • transport and sustainable mobility;
        • agri-food;
        • health and life sciences;
        • nanotechnology;
        • artificial intelligence;
        • information and communication technologies.
  • Education and higher education
    • The targeted objectives are, among others :
      • the development of exchanges and institutional partnerships in teaching and research on subjects of common interest for Québec and Brazil;
      • developing and improving the teaching and learning of French and Portuguese;
      • the development of collaborations in vocational and technical training;
      • the development of projects aimed at Aboriginal education, educational success, the use of digital technology or the promotion of school staff.
  • Environment and fight against climate change
    • The targeted objectives are, among others :
      • the exchange of information, the sharing of knowledge and good practices or even the realization of training projects relating to the protection of the environment as well as the mitigation of greenhouse gas (GHG) emissions and adaptation to the impacts of climate change;
      • the development of exchanges and institutional partnerships between Québec and Brazil in terms of sustainable development, particularly in the following sectors (non-exclusive) :
        • clean technologies;
        • technologies that reduce GHG emissions.
  • Culture
    • The targeted objectives are, among others :
      • carrying out projects promoting the cultural presence of each of the parties in the territory of the other, in particular through the promotion and dissemination of works and cultural products, the mobility of artists, the holding of cultural events of a collective scope or the development of partnerships between cultural institutions and organizations;
      • the realization of co-productions, co-creations, exchanges and artistic residencies between Quebec and Brazil, particularly in the sectors of digital arts, visual arts, film and television, music and variety, circus and theater;
      • the development of the digital cultural sector through cultural production, dissemination, preservation and innovation as well as the use of digital tools for creative purposes.
