Description
The Growth and Renewal for Infrastructure Development Program was created to accelerate projects such as water, wastewater and stormwater management for housing development and sustainable growth. Funding is also available for projects that help municipalities adapt to climate change and improve accessibility.

Use the Growth and Renewal for Infrastructure Development Program Application Form to apply for funding to support the cost of municipal infrastructure projects that address critical capacity issues, build more accessible and adaptable communities and preserve and expand services to support housing.

You need to use the funding for municipally owned infrastructure projects like:

  • water, wastewater and stormwater
  • accessibility
  • climate change adaptation

Shovel-ready projects that help communities address critical capacity issues and health and safety, expand services, build more accessible and adaptable communities, and enable or preserve housing are given priority.

Funding amount

The Growth and Renewal for Infrastructure Development Program may fund up to 50% of eligible costs for each project. The applicant or other sources need to fund the remaining balance of the project.

Eligible costs

Eligible costs include:

  • engineering services and project management
  • design as a stand-alone project
  • construction inspection and administration
  • construction and equipment acquisition according to the plans and specifications

Ineligible costs include:

  • interim financing costs
  • non-fixed assets that are not essential for the operation of the infrastructure project
  • operation and maintenance costs
  • costs of acquiring land
  • leasing land, buildings and other facilities
  • real estate fees and other costs
  • overhead costs, including salaries and other employment benefits of any employees of the applicant

Reporting requirements

If you receive funding from the Growth and Renewal for Infrastructure Development Program, you need to submit a Project Closeout Report and Statement of Expenditures within 60 days of completing the project. You also need to confirm that you met the project outcomes.

Eligibility

Only municipalities and villages can apply for funding.

You need to apply for funding by 9 October 2025.

  2. Complete the application form.
  3. Check the application for details on all required supporting documents.
  4. Send your completed application and supporting documents by email.
  5. Department of Municipal Affairs reviews your application after the submission deadline.

How long it takes

It should take 6 to 8 weeks for the Department of Municipal Affairs to review your funding application and let you know if your funding application is approved. It can take longer if more information is needed or if your application hasn’t been filled in correctly.

Cost

There is no cost to apply for the funding, but you need to provide funding (from 1 or more sources) to fund the balance of the project.
