With the aim of stimulating the economy of the regions and revaluing public land, the Ministère de l'Énergie et des Ressources naturelles has announced a financial assistance program for the rehabilitation of sand pits and gravel pits. This program, whose budget is $10 million, is spread over two years and ends on March 31, 2023.
Objectives of the three-pronged program
- Redevelopment and restoration
Rehabilitate old sand pits that have not been used for more than 10 years, sand pits whose resource is depleted or even sand pits that have exceeded the limits allowed by their environmental authorization; - Characterization and evaluation
Carry out the environmental evaluation of the old sandpit where contamination is suspected; - Revalorization
Proceed with the revalorization of the site of the old sand pit according to the rules of use of the public territory. This revaluation consists in changing the initial vocation of a sand or gravel pit to make it, for example, a park, an interpretation trail or a bike path.
The program targets all municipalities in Quebec, regional county municipalities (RCMs) in Quebec, the Eeyou Istchee Baie-James Regional Government, the Cree Nation Government, band councils, tribal councils representing several Aboriginal communities, the Kativik Regional Government, northern villages or Inuit landholding corporations.
The third call for projects was launched on February 28, 2022 and will end on April 29, 2022.
Financial assistance available
In non-agreement territory:
- Per eligible project: up to $75,000.
- For redevelopment and restoration (part 1): maximum ranging from $11,000 to $15,000 per restored hectare.
- For environmental characterization (part 2): up to $20,000.
- For the upgrading of the site (part 3): up to $75,000, or $25,000 if the site has previously benefited from part 1 of the Program.
In territory under agreement and in certain remote regions , the maximum eligible amounts may be increased to take into account the remoteness of the site to be restored, particularly with regard to mobilization and demobilization costs. Thereby :
- Per eligible project: up to $97,500.
- For redevelopment and restoration (part 1): maximum ranging from $14,000 to $19,500 per restored hectare.
- For environmental characterization (part 2): up to $26,000.
- For the upgrading of the site (part 3): up to $97,500, or $32,500 if the site has previously benefited from part 1 of the Program.
