It: promotes collaboration between First Nations, provinces, territories, Indigenous Services Canada (ISC) and partners; supports the capacity development of First Nations organizations to deliver education, including establishing education systems and service delivery agreements responsive to First Nations community needs and student outcomes.

This component is an element of the new policy framework.
