The Support Program for Economic Development Projects – Structuring Projects by Organizations in Support of Entrepreneurship Development (PAPDE, component 1) aims to promote and support the structuring projects of organizations that offer direct services to entrepreneurs.

Objective

This measure aims to foster the growth of businesses through guidance offered at the various stages of their development and support for diversified entrepreneurial projects geared to their needs.

Selection process

Any request for financial assistance submitted by an eligible organization will be analyzed according to the following criteria:

  • consistency between the organization's mission, program objectives and government priorities;
  • the organization's performance history in achieving set targets;
  • the quality of the action plan and the results indicators, ie the consistency between the activities to be carried out, the resources available and the targets to be achieved;
  • the organization's ability to successfully fulfill its mandate in terms of financial and human resources;
  • the relevance of the organization's contribution to meeting the needs of Quebec industry and its businesses;
  • the quality of the documentation provided;
  • the adoption and implementation of eco-responsible practices (recycling, sustainable development action plan, etc.).

Aid granted

Financial assistance takes the form of a non-refundable grant.

The maximum assistance rate is 60% of eligible expenses for NPOs and 70% of eligible expenses for social economy enterprises.

Cumulative government assistance cannot exceed 80% of eligible expenses.

The maximum amount of financial assistance is $1,000,000 per organization, per year, for a period of three years.

Accountability

If you qualify for financial assistance, you will need to provide:

  • supporting documents certifying that the activities have been carried out in accordance with the provisions of the grant agreement;
  • supporting documents corresponding to the sums incurred by the organization concerning the expenses for which the amounts of financial assistance have been established on the basis of eligible costs.

These supporting documents may take the form of:

  • a report presenting the activities carried out and produced at the end of each fiscal year, to the satisfaction of the Minister and according to the template provided by the latter;
  • a report from an external auditor confirming the accuracy of financial transactions;
  • annexes specified in the grant agreement, including a claim report of the expenses paid for the realization of the projects and the sources of financing;
  • any other document required and specified in the grant agreement.
