Indeed, the culture, recreation and information sectors accounted for nearly 3.6 % of Quebec's GDP in 2019. More than 170,000 people hold jobs there in normal times. However, large-scale, structuring, collective and innovative promotional activities, which constitute one of the means of increasing the visibility of the cultural offer among all Quebecers or specific audiences, are are expensive and often complex to implement.

Program streams

Two distinct components are proposed, depending on the nature of the projects:

Part 1: Development and deployment of collective promotion strategies

This component encourages promotional strategies aimed in particular at promoting and consuming Québec cultural works, products or events.

Part 2: Development and production of large-scale activities contributing to the recognition or enhancement of Quebec culture

This component more specifically favors the carrying out of exceptional and innovative large-scale activities.

While this measure is a continuation of the Economic Recovery Plan for the Cultural Community, it is also consistent with the Department's strategic plan. It is also in line with the latter's mission, whose outreach to culture and communications is at its heart, driven by the vision that the Department must be a catalyst for a bold culture and a source of pride for Québec. It acts as an incentive, through financial assistance, to carry out planning projects and implement concerted actions aimed at promoting Québec culture. Through these visibility, recognition and enhancement initiatives, it is expected that the consumption of Quebec cultural works, content and products will increase throughout the territory. This consumption

  • an essential component of income, and therefore of the socio-economic conditions of actors in the cultural milieu;
  • stimulation of the Quebec economy;
  • another form of validation or recognition of the work, creativity and expertise of artists and artisans in the cultural milieu;
  • a vehicle for asserting a strong Quebec identity, contributing to the individual and collective development of the population.

Thus, the Department receives concerted projects, in accordance with the objectives of this measure and government orientations.
