The objective of this program is to provide support to municipal organizations to help them develop climate plans and implement the resulting actions, in response to the growing challenges posed by climate change.

Presentation and objectives

The Accelerating the Local Climate Transition (ATCL) program provides for an investment of 500 million dollars resulting from the Plan for a Green Economy 2030 (PEV 2030).

This program responds to a measure of the PEV 2030 aimed at engaging partners in Quebec's climate transition. It is also aligned with the objectives of the 2023-2027 implementation plan of the National Architecture and Land Use Planning Policy aimed at improving the capacity of communities to adapt to the consequences of climate change.

Finally, it concretizes the commitment made by the government within the framework of the  Declaration of reciprocity concerning the new partnership between the Government of Quebec and local governments: Together in the service of citizens 

 aimed at establishing, as of 2024, a program to support municipal actions in terms of adaptation to and mitigation of climate change.

The program has two components :

  • Component  1 aims to support municipal organizations in developing a climate plan, and is the responsibility of the Ministry of the Environment, the Fight against Climate Change, Wildlife and Parks (MELCCFP).
  • Component  2 aims to support the planning and implementation of projects resulting from climate plans approved by the MELCCFP. This component is under the responsibility of the Ministry of Municipal Affairs and Housing (MAMH).

Eligibility

Organizations eligible for components 1 and 2 are :

  • Regional county municipalities (RCMs);
  • Municipalities and agglomerations exercising certain MRC powers; 
  • The Kativik Regional Administration;
  • The Baie-James Regional Administration.

Presentation of a tool for carrying out an inventory of greenhouse gas (GHG) emissions

A new tool has been designed by the Réseau environnement, in partnership with the Government of Quebec, to help municipal organizations carry out a corporate inventory of GHG emissions. To learn more about this simplified tool, join the web  conference

Section 1 - Development or updating of a climate plan

The granting of financial assistance under component 1 of the ATCL program is conditional on compliance with the Terms of use of sums to support the development of a climate plan  (PDF 418 KB) . This document presents the administrative guidelines to be respected.

A climate plan presents the risks and opportunities associated with combating climate change. It also identifies priority projects to reduce greenhouse gas (GHG) emissions, adapt to climate change and support the climate transition.

Once your climate plan is completed, you will need to submit it for approval to the addressplanclimat@environnement.gouv.qc.ca.

Section 2 - Planning and implementation of projects resulting from a climate plan

An eligible organization, whose climate plan has been approved by the MELCCFP, can apply for financial assistance under component 2 of the ATCL program for the implementation of its projects. The project programming must be submitted as part of a call for programming. The first call will run from August 19 to October 25, 2024 .
